What are the tiny nipples for on the page tabs?

I see [sometimes] a little nipple on the email panel icon - when the bar
is closed but still visible.
That means I have mail.

I used to get a green circle on a tab that had changed since I last looked
at it, like email coming in, javascript updating of a page, reloading, etc.
That was on 10.52 though. On 10.54 it doesn't happen, unless it got made in
to a turned-off-by-default option.

It means that a tab that was loading in the background has finished
loading (all graphics, stylesheets, scripts, etc).
